ChatGPT seems to follow deontological ethics (rules-based) while DeepSeek aligns with consequentialism (outcome-based). Pre-training or RL-tuning?

The observation seems to be ChatGPT follows deontological ethics (rules-based), while DeepSeek aligns with consequentialism (outcome-based). It’d be interesting to learn whether this is the result of pre-training or RL-tuning. [1]
